Why not hedge your bets and combine all 3 options and sow mid August? Cut back rates of individual species so it costs the same.

I'm so far removed from you being in Texas my thoughts may not matter but, I'd pick # 3 if throwing it all together isn't an option. Vetch "should" survive winter if given a chance to establish and that stuff will flat out grow/fix a bunch of N if you leave it to early bloom. Keep in mind early bloom for you will probably be mid to late May. Sow it early-mid August though and you'll get a lot more grazing.
