It usually takes two or three years of notill often with reduced yield for the soil to mellow from the packing of tillage. Any tillage in a notill field starts that transition process again. And tillage brings weed seeds to the surface that prior tillage buried too deep for them to germination. And some weed seeds can stay viable for decades in that condition. Tillage will change the weeds seen but likely encourage more than notill.
