I don't know about where he is at, but "emptying out the seed bank" is a major hoax for our area. Keeping your own fields clean does absolutely nothing for most of the major weed problems, palmer, kocia, russian thistle, mares tail, as all these weeds spread seed by wind.

No-till increased weed pressure 10X compared to mulch tillage where you go in and cut the roots off and kill them with no resistance potential.

I love the theory of no-till but it is a challenge to say the least, and in my case the economics were just not there for our dryland crops.
