Doug it will probably not work as well if it is really dry, but the palmer is still growing, probably faster than the cotton. I suspect you probably do not need to wait, especially if the weeds are small enough for one shot to kill them. Some ammonium sulfate should help the activity but may increase the risk of burn to the cotton. How long since your last rain. We got a good one Friday, but lots of wind and some hail came with it. Not enough hail to do any damage, but lots of cotton trying to stand back up from the wind.
