As others have said it appears to be Barley Yellow Dwarf Virus (BYDV).
BYDV is vectored by the Bird Oat Cherry Aphid and I believe the English Grain Aphid. Since it is a virus it is unfortunately untreatable. We have gone to using a 3oz rate of Generic Warrior Insecticide tank mixed with our herbicide/early fungicide application to control any aphids early and a second application just after heading tank mixed with our second Fungicide application.

It has been my experience that agronomists in our area where wheat production acres are few, know little or nothing about wheat diseases and misidentify both BYDV and Baterial Leaf Streak as "rust" and throw a fungicide treatment on it, which is a complete waste of money.
