Get twice as many watts of panels as it takes to run your pump. Reason For that is so pump will still run some on cloudy days.
Forget the batteries & charge controler, instead get a linear current booster. Get a bigger tank if you need reserve. Linear currentbooster will convert excess voltage into enough amps to start your pump when hooking panels directly to pump won't start it.
This spring, I watered up to 150 cows from a shallow well and a 11 ft tank. I had two 175 watt 12 volt panels. One would run pump. I hooked them in series & wired the linear current booster for 24 (nominal) 12 out. I am sure it was not running full speed, but several times it was pumping some on fairly bright, but fully overcast days with a light rain. This pump pumps 19 gpm on a bright day but max of 7 psi.
Look for a boat bilge pump or something like that to put in creek.
This is the linear current booster i used, i think you could use a smaller one. Needs to handle amps your pump draws.
