We have been using Syracuse fiber mixed with green sawdust and use hydrated lime for over a year and our cell count is around 100,000. We probably had more ecoli mastitis when we used kiln dried shavings than we do now. I would look closely at the milking system making sure your vacuum gauge is accurate and have the right level at the claw. Are the teat ends healthy? Make sure cows are wiped clean and dry. Are they getting dirty soon after milking? I think the industry gold standard on ecoli vaccine is j-vac. Maybe ask your vet their opinion. Good luck, I know it can be frustrating.
