Southern Ohio | Limited experience here but last year, because of a good deal, I got the cart before the horse. It was 13 foot center pivot but I only had an 85 horse tractor. Even going very slowly, it was way too much. I now have a 130 horse machine and it handles it fine, but it will still bog down decently when engaging PTO. Keep in mind, my tractors are older so I don't know the HP they truly turn out, I am just going by tractordata.com. Also, my neighbors have a smaller side pull, with a 95 horse MFWD and they say it's all it wants, but they also cut more hill ground than me.
