This is correct. Even Treflan that is absorbed through the seed at some degree only works on a seed that is growing (germinating).

Soil sterilants work on seeds that are not germinating. Tobacco guys will remember ethyl bromide that did just that as well as the older method of burning on a piece of fence to heat the soil and sterilize it before planting tobacco beds.
