I still have a feeling it is related to a shift solenoid, reason being the system isn't running anywhere near system pressure most of the time so I don't think it is a relief valve causing the surge, the shift valve sequence is

1st gear - no solenoids energized
2nd gear - front solenoids energized
3rd gear - rear solenoids energized
4th gear - all solenoids energized.

And Yes a shift solenoid can be failed without setting a code.
