The rack end plug is on the front of the pump just above where the pump bolts to the block. Actually, the block is cast with a recess for plug clearance. Depending what style plug it is (magnetic or non-magnetic) there may not be room to remove it.

What ever you do, be 100% sure you have the rack working properly before you fire it up again. If the rack is stuck in the full fuel position it may run fast enough to blow the engine. It would be a good idea to be set up to block the air intake in case of a run away. Blocking the air intake may not kill the engine, but it should slow it down enough to keep it together until you shut the fuel off and it starves it for fuel.
