It must be a Federal thing, just renewed mine a couple months ago and had to have the birth certificate. The gal at the DMV said it was a one time thing. It wasn't a big deal to me, and if it keeps a bunch of illegals from getting a CDL I'm all for it. It's been too easy for too long to get a CDL.
