Neighbor had a lot of prevent plant acres a couple years ago. He used a spinner fertilizer spreader to seed his cover crop. He mixed the oats with some type of liquid herbicide. The liquid increased the weight of the oats so it spread more evenly. He'd spread the oats and then work it in with a field cultivator set fairly shallow.
