You're about correct. Any time you hear "torque rise", "boost", or anything other than the exact phrase "rated horsepower". What they are talking about is something akin to an overdraft charge at a bank or a 10year/100000 mile guarantee. It doesn't mean you have more money or that they actually guarantee that the vehicle will not break down for the next 10 years or 100K miles, it's something to make you feel all warm and fuzzy inside. Whenever they list "rated horsepower", they mean that that engine will run at that speed at 50-60% of that load with only the required maintenance listed basically for "marketing forever", which in real world measurements is probably actually close to about 2.5K-5K hours for most ag equipment, and at that full load, the engine will not overheat. When they say "torque rise" or the like, they are talking intermittent duty that, if ran at those specs, would work for a reduced period of time (this reduced period may be a short period before overheating or may indicate loss in *expected* number of hours the machine can run before a true failure. This concept is usually just fine (you usually don't run stuff at full-out 100% load all the time) unless you are expecting the "rise" horsepower to be what you have rather than what you can get in a pinch. Always, always, always size for rated and tell them to blow the "rises" and "boosts" out their *cough* unless they're paying the maintenance.
