Maybe I need to go draw out every combination, but I don't see how the power supply being phased wrong at the panel will make towers run in opposite directions.  Swapping phases at the power supply will change the direction of every motor on the pivot.  The only way to make towers run opposite directions is to swap two motor wires at the tower box or at the wheel motor itself.
