Here is what I did can you tell me if this is wrong, thanks.

12 row 30" = 30' Marker of 30/2=15'
23 row 15" = 28.75' Marker of 28.75/2=14.375'

15' marker - 14.375' marker = .625'

.625 feet = 7.5 inch
Think of it this way. Your outside rows are in the same place, so if you left your markers in same place the spacing between the outside rows is 30 inches. So in order to reduce that to 15, how much do we need to move it? The amount you move the marker is the amount the spacing will change. So 30 minus 15 equals 15 which means you want to move it 15. Your formula is not accurate because of the point of measurement changes with the row spacing.
