It's not a question of weather or not you can pull it, it's a question of can you safely stop that much weight in an emergency? It is just plain stupid, dangerous and irresponsible to pull 20K behind a lite weight truck.
So,all campers should be pulled by semis?
He will weigh 20k total, completely safe, legal and within the capabilities of the truck.
