| Is that the raw video file, MP4 video has been "compressed" so that is doesn't use as much data, but it also affects the resolution, which means you can't get the license plate. Do what you can to post the maximum resolution and thus maximum file size and I have some friends who do a lot of video stuff, maybe they can get it. I doubt the local sheriff will do anything.
so far the only digit I get is the last one and its a "4"
