Wires crossed somewhere. Find them or turn the power off and never use that circuit again. I've had to explain how such a situation killed a farmer. Its deadly dangerous. 120 volt shocks can put the heart into fibrillation where the heart muscle reactions are satisfied but it moves no blood. Brain death happens in about 4 minutes without a defibrillator. CPR is no help.
