While he deserves a congratulations, this was a settlement. His permit can be pulled any time by the EPA. And EPA still asserts authority (falsely, as we all agree) over that type of water structure. We're all still in jeopardy.

Edit: Besides, if he won, then how come the EPA can still mandate willows and fencing?
