If you've got fuel waiting on the other side of the river, then the fire will likely jump the river without problem with enough wind pushing it.

The place to put in fire lines is areas right outside of towns. Let the wildland fuel burn where it will, just take away the fuel near towns. Around here, we wouldn't try to stop the Big Horns from burning, but we'd start driving in fire breaks around the built-up areas.
