As long as the bottom hose is below the water level you should be good to go.
As for a trick to getting it to start flowing, get a tank of water and pump it through the hose from the bottom until water comes out the top. Remove the pump and water will start syphoning back out the bottom.
My father showed me that trick 25 years ago.
