Northwest Iowa | 1983 was much more than a drought. The USDA had invented the PIK program to idle extra acres. You could do 50% and get a PIK certificate that was redeemable for corn. You could also bid in up to 100% of your corn base with a similar payment. The spring was late and wet. Then it turned hot and dry baking the soil into adobe bricks. The fall sucked as well since it was late, wet and foggy. | |
