My first advice is never assume anything with a power company.  Anything after the meter is probably your responsibility and there is a good possibility the meter loop itself is yours.  Most likely the pole is the power company's but not necessarily.  HOWEVER you will likely find the power will insist anything you do meet local, state, and national electric codes.  They might install a new pole for you but here I think they would tell you to get a local electrician. 

As far as deleting the shop meter and running everything off the house, does the house loop have enough capacity for that?  Especially if you add a grain system down the road?  Others are better qualified tonsure but my understanding is if you can get 3 phase it is to your advantage to use 3 phase.

Oh and if you can get 3 phase for $10-20 a month KEEP IT!  I pay $116 a month just to have a meter for my irrigation pump.  That's just meter charge, no usage.
