Our electric coop is responsible for anything up to the meter including the meter pole. After that it is My responsibility. They used to do work on the customers lines and charge for it but they don't anymore. They will still change yardlight bulbs as far as I know. I think that they don't have time to do customer work and some of the electricians in the area complained.
