Yes, the tractors are Tier 3 and fully legal.
EPA has a special program called TPEM (Transit Program for Equipment Manufacturers).
It allows certain quotas of Tier 3 engines to be sold.
Most major manufacturers have used their quota long time ago.
MTZ still has quota available, so probably it's the last opportunity to obtain brand new Tier 3 tractors without all the complicated emissions stuff (DEF, crazy sensors etc..)
