I was told the hard pan will move down to just a little deeper than your ripping depth. If the hard pan is 10" and you rip 12" the hard pan will be in the 12" range in a couple of years. Rip at 13" to break that up and the hard pan will now be a little deeper than 13". I'm sure it depends on traffic and soil type too.
