southern MN | Turnips love nitrogen. Those that get a little spill over N next to the corn grow huge for me.
I would say unless you mash into the bulb itself, clipping the top greens off they will just regrow. If you could mow low it would work, but with staying above the emerged beans, I would be concerned. Combining big bulbs of turnips is interesting, I've got a few with the dummy head, and trying to spring a sickle mower through them after oats is a real experience. The little fella you,show wouldn't be a problem, but by fall they will be a big deal.
Oats will try to regrow, weakly perhaps but will try, until as someone said they are shedding pollen. Cut then they will likely be done.
