If the tail gate was on it would be a contained load,without the tailgate it has to be strapped down.There was a warehouse across the road from Deere machining that used to take semi loads of parts then redeliver a pallet at a time when needed,,completely different rules if they used a flat bed or a pickup even though they were driving less than a 1/4 mile.A lot of times the banding on odd shaped parts was just a loose loop around a cheap pallet,but it was up to code
