It is all the increasing, overbearing of government at all levels. Here, local boros have set up there own DOT units. Handing out fines right & left. The worst of it all is that they make up the rules to suit themselves. If you don't think that is so, just ask 10 DOT's a specific question. I expect you will get 10 different answers
