| A lot of the things you listed are safety items to keep the general public safe on the roadways. What was going on all winter that prevented them from being tended to? I think we all know that answer, but you can't expect someone to turn a blind eye to safety infractions. And seeing the list that you know about, it looked to be easy pickings for the DOT. Why would they not keep setting up there? That would be like a fisherman not going back to his honey hole because he is catching too many fish there.
