Memphis, NY		Build a fence line rail with the feed platform elevated 6" for natural grazing height, an 18" x 8" concrete curb from where the animals stand, and buy slant-bar feed panels as the fence. If the animals are too small at first, and can crawl through, you can sandwich two 2x4s around the slanted uprights as a neck rail.

Edit: slope the feed pad 2% away from the curb.
