Being in water in conduit isn't a problem, it's any penetrations of the insulation that cause problems and let water (be it water in a run of conduit, or out of the the dirt) contact to AL wire. If water in the conduit was a problem, I'm sure the wire I've direct burried where the water table was high, is in trouble.
