One of the bridge repair companies around here is using a combination of solar panel and small wind turbine to power the stop lights controlling the traffic where the road is only one lane. The set up appears to be a solar panel with a alternator sized wind charger using about a 24 inch blade goes to a couple of storage batteries. Looks like a guy could fabricate a similar system for 3 or 4 hundred dollars in parts. Might also check with you county highway dept. they seem to be using a lot more solar powered signs
