Looks like a combination Exhaust Brake and Warm-up setup (for the flapper in the flow of the Exhaust gases)
I know on some trucks, years ago, they would use a "flapper style" exhaust brake to also create exhaust backpressure(at engine idle or slightly above) to try and decrease the time it took for the engine to get up to operating temperature, for the coolant temperature; during cold startups.
Can someone tell me what this contraption is and what it does?
