Spring loaded scrapers on back gangs of my 1927 Krause disc, 25 ft rock flex, and if run to deep rear gangs will do the same thing you are talking about and I have 22inch Case IH earth metal blades on mine, trying to disc to deep in loose ground will do it, hardly ever happened with smaller hp tractor, not so deep or fast.
