If you do it in cement make sure to insulate under the cement or it will be a wasted effort. I have a floor without insulation under it (previous owner did it) and it takes forever to warm up and uses way too much electricity. I personally wouldn't go that route but that is my opinion and I am sure others may have better results or experience.
