The 2x applies ONLY to the sprocket teeth, NOT the seed rate. In the early planters with 2040 chain (long pitch exactly twice that of 40 chain and 2040 chain fits 40 sprockets perfectly, just not the other way around) the sprockets were 7, 8, 11, 13, and 15 tooth drivers and 7, 9, 11, 13 and 14 driven. Giving ratios of 1:2 through 2.14:1. with 7 driver and 14 driven through 15 driver and 7 driven. The later planters with 40 chains used 14, 16, 22, 26, and 30 drivers with 14, 18, 22, 26, and 28 driven giving the exact same ratios and seeding rates. The chains are the exact lengths and the sprockets the same pitch diameters.

I presume 2040 chain was enough cheaper to pay for the more custom made sprockets in 1970.
