We specified 6 inches when using 1/2 rebar to assure that we had adequate coverage of the re-bar and that it ended up on the tension side of the concrete. Minor imperfections in the final grade can be tolerated with the extra 1/2 to 1 inch of concrete. At the time I was designing concrete floors (some one else interpreted the American Concrete Institute recommendations, a real licensed engineer) 1/2 inch rebar at 18 inches both direction supplied the correct amount of steel in the cross section, talking with the engineering technician at NRCS on Thursday, it appears that American Concrete Institute has increased that percentage of steel to concrete. They are waiting for a revised construction specification (in Michigan) to specify the size and spacing to meet the revised A.C.I. recommendations.

We went to 1/2 inch at 18 inches spacing from 3/8 inch at 12 inch spacing, which is similar in the percentage of steel in a cross section, because BIG YELLOW BOOTS on a concrete technician fit that spacing and eliminated the need to stand on the steel for slab pours.
