Madison Co. Virginia
I could support a national quota system, but I would much prefer if co-ops managed their own quota pricing(like I understand a few do already).

For example-- A co-op tells it members that we have guaranteed sale of x-amount of milk this year(or month). They divide up that amount of milk among its members based on each member's production history. Any payment for milk produced over quota is not guaranteed. If the co-op found more markets, and sold more milk that year than they had planned on, that money is divvied out to the over producers. So a farm might get a high price for it's over-quota production, or it might get nothing. It's their gamble.
