That diagram is ok - but, its better to keep the freezing out of the concrete block or poured walls . . . . . Insulation goes on the outside. This is the advice of Building Sciences at UMn . . . .

Personal preference - I'd prefer to insulate the whole floor with insulation. Not just around the edges. No reason to heat the soil above it's normal range (around 50°F).  There are companies that make foam board that have built in clips to hold the pex tubing - making installation fast and easy.
