I've owned a IH 133 C Shank it was terrible in hard ground. It would not take the ground.
Also I've owned a CIH 183 Danish tine and it was the best cultivator I've ever owned. No problem in hard ground. Danish tine all the way here..
I actually replaced the C shanks on the 133 with Danish tines and it worked great.
