The advantage to them, the central bankers and govts., is called a "bail-in". 

It happened in Poland, not to long ago. The Poles had to put a certain amount of their paycheck into a retirement fund.  Part in a govt controlled fund and part in a private fund.
They woke up one morning and the govt, was telling them for the good of the country,ergo, themselves, the govt would be confiscating their retirement fund.  The people needed to "bail-in" to the govt.
