Indeed, the current system does reward more risky production systems.
Also, it encourages higher production that is not economical. A lot of growers use practices that boost yield at break even to boost average yields as a means to increase the insurance payout in a bad year. All this does is lower prices due to further oversupply.
Has anyone else seen this crop insurance article ?
