I am pretty sure we would not have an ethanol industry and we would also not have Atrazine but we would have a lot more restrictive wetland and drainage laws.
You are a little late to that party also.
The ethanol industry started in the late 1970's and the first corn checkoff in the US was in Iowa in 1977. Corn prices had just started to take off from ethanol production when corn checkoff was instituted.....and of corse they took credit.
I also think Farm Bureau spends a lot more lobbying in farmers favor than the checkoff boards.
I remember voting for or against the checkoff (hogs and corn)....you just kept getting notices of a vote at the ASCS office , and it was voted down by the producers several times. Then when guys flat got tired of voting....they finaly got what they wanted....a chance to steal a little money from each producer when they sold.
If you don't think these boards are a farce.......do some reading about all the shenanigans going on with the cattle checkoff and how different groups are fighting for the dollars.
