I'm no expert, but the way I understand it chelation has little to do with tie up or availability. The decision needs to be based on fertilizer compatibility. Polyphosphates are a chelating themselves, so a chelated zinc would be less important. Orthophosphates on the other hand probably require a chelated zinc. 50/50 blend, I guess I'd jar test it.

I think you would be fine with water, but I would think agitation would be your friend.
