ND
This tractor might be on a large farm doing a lot of jobs & has no time to get a greenlight or any kind of inspection. Farmer has no pride in how it looks just beat it to death, usually large dairy farms have these kind of machines that are immersed in manure with drivers coated in manure head to foot jumping in tractor to get a job done or in a fertilizer setting which is the same as manure a (kinder wording). Have seen skid steers dumping fertilizer to be pretty tired in 8 years. The farmer may want to treat this machinery better but is spread to thin on time or has a large jobs with no service time but only breakdown time.
