It does look bad no doubt but that is pretty normal for upholstery to self-destruct or fall apart under most conditions. Maybe you run older equipment without upholstery or you keep your cab tractors more fresh and new but this looks normal for a used, high houred, parked outside tractor built in the last 40 years.
