Each commodity has to qualify meaning it has to provide a reasonable amount of the overall revenue. The reason they do this is so someone does not go out and plant a few acres of something to take advantage of the program but yes Alfalfa could be used if it bring in enough revenue.
Think of this as a MPCI program in the sense that you can also buy hail, private products, weather insurance, etc if you wish. I would likely encourage that you still continue to purchase hail insurance as it is still top dollar loss in my mind.

If you buy MPCI and collect a payment it will be considered revenue against your Whole Farm Policy which is why they are offering you a further subsidy if you buy both but the other reasons of buying both outweigh that one negative for many.

Hail and Private Product indemnity payments do not count against you on the Whole Farm policy.
