good post--- in engineering and a lot of different professions one thing holds true------ inflow > than outflow = storage-------outflow > than inflow = draw down. It is not what your working capital number is currently that matters, it is about what it is compared to the last three years and what is the trend. Are you building storage or experiencing draw down--- the trend is what matters.
